  If FFVIII, certain cards will only appear if you loose other cards to "The Queen of Cards." The QoC usually is standing outside of Balamb's train Station. If you challenge her and lose or win a card she will move. Her usually locations are Balamb, Deiling City, Dollet, and Fisherman's horizon. She could, however, also appear in any location (a town). Below is a listing of cards you have to lose to get the rare one.

MiniMog = Kiros
Sacred = Irvine
Chicobo = Chubby Chocobo
Alexander = Doomtrain
Doomtrain = Phoenix

  Whenever you lose a rare card to her, she will give them to her son in Dollet. So make sure you win them back. Her son is the boy in the brown jacket that lives in the house with the man who paints all the time.

  When you lose MiniMog to her, you will get to challenge someone to get the "Kiros" card in Deiling City. Challenge someone in the Shopping Arcade and eventually, good things will come.

  Lose Irvine and you can challenge the Mayor of FH's wife, Flo.

  Chubby Chocobo can be gotten from the student who sits on F1 on the bench outside of the library in Balamb Garden.

  Win Doomtrain from the Timber pub owner.

  Finally, Phoenix can be won by the Presidential Aide in Esthar.

  The sidequest can get confusing at times, but its worth it! Have fun!
